It has a planned area of 36.13 hectares and a total construction area of 1,248,700 square meters. According to the plan, on the one hand, the wetland areas of belt block at river bank shall be protected and extended to the whole lot, forming the city with wetlands; wetlands, plants and animals form the texture, guide the city's development, and build a sustainable environment in harmony for the future of human and nature. On the other hand, consider the use of the distribution of cultural buildings to protect the walking space in the ecological city, let the building become an art of the land, and integrate into the overall surface landscape, at the same time protect people in the area from the cold winds coming from the old course of the river.
