New South Feiyun River Area is in the south of Feiyun River, Rui’an City. It east reaches East Sea, south reaches boundary of Pingyang County, west connects to the administrative boundary, and north is near to Feiyun River. The administrative area of this area is 117.32 square kilometers. During the plan period, the population in this area is 220000, the construction land covers 21 square kilometers, and the land for future construction covers 58.68 square kilometers. Three plan concepts, namely area combination, environmental combination and industry combination are adopted for the plan, and natural ecological wet system is also put into consideration, for the purpose of changing the New South Feiyun River Area into a poetic urban area with rivers, seas, mountains, fields and city mixing harmoniously and with multiple modern industries as its support.  

     The core block of New South Feiyun River Area is in the center of the new area. Its east reaches Railway Station Road, west reaches Feihe Road, and north connects to Feiyun River. It covers an area of 4.24 square kilometers. Its natural environment is beautiful, location conditions are advantageous, and development potential is great. By taking the area cooperation, ecological network, diverse combination, riverside features and TOD guide as planning concept, the poem culture as theme, the “one axis, two belts, four areas” as planning structure, this area is planned to be changed into a new comprehensive urban center with commercial trade, exhibition, office, residence and entertainment.
