On the background of coordinated development of Beijing- Tianjin-Hebei Region, Zhuozhou takes the initiative to undertake the transfer of non-capital functions. Zhuozhou is 60 km away from Beijing's south fifth ring road and 38km from Beijing Daxing International Airport. The base is at the Gaoguanzhuang exit of Langzhuo Expressway and on two sides of Jingbai Highway, with a planning area of 14.2 sq.km. It is adjacent to Zhuozhou Economic Development Zone and Zhuozhou Songlindian Development Zone and accommodates the provincial civilized village- Xigezhuang and Dukangqiucheng recreational agriculture park.

According to the plan, the space structure featuring one center, one belt, two axes, three cores and five sections will be built. Wherein, one center refers to the comprehensive service center; one belt refers to the recreational agriculture sightseeing belt; two axes refer to the comprehensive development axis and life service axis, respectively; three cores refer to one R&D service core and two life supporting centers; and five sections refer to the comprehensive service section, R&D and office section, meditation culture section, recreational agriculture section and sightseeing & experience section.
