The New East Sea District is an important demonstrative area of Quanzhou’s urban features and where Quanzhou Municipal Government locates . In the light of the functional layout of the New East Sea District, it is designed into two parts : the east zone for business,commerce and residence and the west zone for administration, culture and residence, forming integrated static and dynamic landscape features.

     The landscaping for the west zone aims at representation of busy life and trades to create a free and flexible space in heavy color, providing the whole area with energy and motion . Additionally, the landscaping also indicates the subject of cultural communication between Quanzhou and the world in history .

     The landscaping for the east zone is consistent with its cultural and administrative features and arranged in light color to create a square and ample space , providing the area with silence and heavy atmosphere of culture . It also represents the subject of cultural communication between modern Quanzhou and the world .
